This
excerpt
from the
transactions
of the
Royal
Society
of
Canada
which
was
read
by
Longley
at the
May
1917
meeting
of the
Society
is
a
description
of the
difficulties
that
arose
between
Canada
and
Newfoundland
in
1890
when
the
latter
began
to
enforce
the
Bait
Act
of
1887
,
meaning
licensing
fees
and
fines
would
now
be
apply
to
all
countries
,
including
Canada.
Exacerbating
the
situation
was the
fact
Newfoundland
began
negotiating
a
reciprocity
agreement
with the
United
States
,
which
would have
given
the US
concessions
on
bait
in
return
for
concessions
on
goods
both
entering
and
leaving
Newfoundland.
Talks
between
Newfoundland
and
Canada
were
initiated
with the
Bait
Act
as
one
topic
amongst
many
, with
no
real
resolutions
agreed
upon;
tensions
,
however
, were
eased
when
Canada
and
Newfoundland
agreed
to
return
to the
status
quo
of
1889
,
effectively
negating
the
Bait
Act
altogether.
