Thomas Lodge was appointed by the British Government as Public Utilities Commissioner to Newfoundland's Commission of Government in 1934. In this book, Lodge explains the causes of Newfoundland's economic and social troubles that necessitated creating Commission of Government, and how the Commission worked. He also recommended remedies for the conditions in Newfoundland and ways in which the Commission itself could achieve better success as a government.

This excerpt from the transactions of the Royal Society of Canada which was read by Longley at the May 1917 meeting of the Society is a description of the difficulties that arose between Canada and Newfoundland in 1890 when the latter began to enforce the Bait Act of 1887, meaning licensing fees and fines would now be apply to all countries, including Canada. Exacerbating the situation was the fact Newfoundland began negotiating a reciprocity agreement with the United States, which would have given the US concessions on bait in return for concessions on goods both entering and leaving Newfoundland. Talks between Newfoundland and Canada were initiated with the Bait Act as one topic amongst many, with no real resolutions agreed upon; tensions, however, were eased when Canada and Newfoundland agreed to return to the status quo of 1889, effectively negating the Bait Act altogether.

This book contains the laws, judicative acts (both in force and inactive), and the Royal Charter by which Newfoundland was governed. The author felt that republishing the information was warranted, as not only was there a lack of regular publication for these regulations, many copies that had indeed been in print had been lost in several fires in Newfoundland communities, not the least of which was the St. John's fire of 1846.
