MESSAGE F R OM THE PRESIDENT
Once again it is my privilege and pleasure to extend a
warm and cordial welcome to the delegates and guests
who have gathered in Gander to participate in the 37th
Annual Convention of the Newfoundland and Labrador
50 + Federation.
First of all I would like to take this opportunity to thank
the Board for their support and confidence in my ability
as President, for the past two years.
I am pleased to see a number of accomplishments during this time, starting
with the efforts of Area Director, Gertrude Hynes for establishment of five
new clubs on the coast of Labrador. The feed back from Clubs and members
has been very positive with regards to our quarterly newsletter which we hope
to continue. Our financial house has been put in order.
The Federation now has 116 Clubs with a membership of almost 6000.1 hope
with the election of a new Area Director for Labrador we will increase the
number of clubs in that area.
The Newfoundland and Labrador 50 + Federation would like to welcome
the following new clubs: 50 + Hope Fulls Club, West St. Modeste, NL; Fox
Harbour Community Shamrock 50 + Club, Fox Harbour, NL; By The Bay
50 + Club, Hampden, NL; Golden Rainbow Seniors, Cox's Cove, NL; Sugar
Loaf, Winterton, NL and Heritage House Seniors, Marysvale, NL.
The success of our convention depends on our sponsors and we wish to thank
them for their financial donations. We have been overwhelmed this year by
the support received from many Lions Clubs in District N-3 & N-4 and we
especially thank the individual Lions Clubs for their sponsorship.
I did have the opportunity to visit many of the clubs on the island and in
Labrador. I wish to thank those clubs for the hospitality afforded me and my
wife upon my visitations.
It has been an honour to serve as your President for the past two year and 1
am asking for your support to re-elect me this year, to continue the mandate
of the Federation.

MESSAGE F R OM T H E PAST PRESIDENT
Greetings! I trust that all of you will enjoy the Convention as usual. It is
great to get together like this and exchange old friendships and club and
personal news. Many have used these occasions to line up trips and outings
for your club and make visits to other clubs.
Also, the Convention can be a learning experience to exchange ideas that
might be of use to your club when you get home. Each club is unique and
can borrow ideas from other clubs on how to generate more fellowship and
things of interest to do. A well programmed club with a variety of things to
do of interest to its members is a happy club.
It behoves all clubs to make use of both daytime events and evening events
as outlets for members to escape the boredom of having nothing to do all
week. Many members have much time on their hands and would prefer
an outlet wherein social activities can be engaged. A well managed club
is a happy one if it provides opportunity for small groups of its members
to engage in some pursuit of their choosing. Not only should large group
activities that the whole club engages in from time to time be the only
thing on the club's plate. Many activities suitable for small groups within
the club should be encouraged. Diversity is good. Do not be locked into
using your club only once a month or only once a week. The club should
be available and in use as much as possible as an outlet for its members.
Good Luck!
Have a good time here and enjoy each other's company during all of the
days of this year's Convention. Remember "No Fun - No life."

As 1st Vice President and Acting President for 2 months this past year also as
President of the Gander 50 + Club, I would like to welcome everybody to our
37th Annual Convention.
This has been quite a busy year, but with the tremendous assistance of the
executive and board of our club it has also been quite satisfying and enjoyable. I
enjoyed the many calls from clubs across the Province and provided assistance to
the best of my ability.
I hope i was of some help to all who called. I am putting my hat in the ring for
the position of 1st Vice President once again and would welcome your support.

MESSAGE FROM T H E 2ND VICE PRESIDENT
It has been a learning experience this past two years serving as Area Director for
NE Avalon, 2nd Vice President, and resolutions chairperson for a period of time.
I also had the privilege to sit in on several meeting with representatives of our
Provincial Government on behalf of our seniors for Newfoundland and Labrador.
I have had the privilege to meet many new friends and acquaintances, share in
your joys and sometimes your losses. Being invited to attend functions as the
representative of the Federation was always a pleasure and a joy. Senior's haven't
forgotten how to have a good time and enjoy festivities when at a social event. I
have to say thank you to everyone for the courtesy shown me and my spouse at all
of these functions. We have made some lasting friend over these past three years,
at conventions and other official functions. (It is an experience that we should all
try when given the opportunity)
I have made my decision not to run as a Board Member for the next term, maybe
give someone else the opportunity to serve on the board and fulfill the joys of
helping our provincial seniors. Thank you again for your support this past three
years. I will stay active with the seniors in the years to come in my own little
comer of the province. If I can be of service to any senior at any time just call or
email. I'll do my best as I have always tried to do.

It is still a great pleasure to be part of this great Organization. I have been
your Secretary for the past three years and watched the Newfoundland and
Labrador 50+ Federation grow.

Newfoundland and Labrador at the Annual Conventions.

MESSAGE F R OM T H E TREASURER
I am well into my third year as treasurer of the Newfoundland and Labrador
50 + Federation and have enjoyed working on behalf of the 50 + members
of the Federation over the past three years.
The audited financial statements for the year ended December 31, 2011
shows the Federation to be in a sound financial position with no significant
liabilities.
During 2011 the Federation collected $27,588 for HST rebates from the
Government of Canada and the Province of Newfoundland and Labrador.
This was reimbursed to forty-four member clubs.
The Federation continued to pay member clubs 40% of the proceeds
from lottery ticket sales. During 2011 the amount of $10,214 was paid to
individual Clubs.

Avalon North
It is indeed a pleasure for me to write this report, before our 2012 Annual
Convention.
During this term, I have had the privilege of sharing, so many "Special
Moments" with many of you. 1 have visited all the clubs, so, it has been
an active year, with different workshops, attending "Special Events" and
sharing ideas.
I encourage the members in each club, to try, to take more of an active role,
on different committees, to help the club to be a vibrant one.
Many thanks to all the clubs, for their warm welcome during my visits.
Pleased to report that, we have a new club in Marysvale, and that the
"Sugar Loaf club from Winterton, has joined us again. Welcome to both
clubs.

Avalon South
Welcome to our 37th Annual Convention.
A sincere thank you to the delegates in Area 2 who gave me a vote of
confidence and elected me your Area Director for another term at our last
convention.
During the year I visited eight clubs meetings for election and installation
of officers. The other clubs I have not visited I contacted them by phone
and held discussions with them to see as to when would be a good time to
meet with them. It was determined that the Fall would be a good time as
people were on holidays and had work commitments etc. There were some
instances when meetings had be arranged but had to be cancelled because
of family emergencies.
At this time 1 would like to welcome a new club Fox Harbour Community
Shamrock 50 + Club that signed up May 2012.
To the clubs I have visited a sincere Thank You for their warm welcome
and support that I received also would like to thank my husband Patrick for
accompanying me on my trips.
Again this year I have arranged for a tour bus to bring members from my
area and surrounding areas to and from the Convention.
In closing I wish everyone a very enjoyable Convention and a safe trip
home.

Burin-Clarenville
I'd like to welcome all seniors to our 37th Annual Convention at Hotel
Gander.
As the Area Director for the Area 3, I have enjoyed an eventful year of
greeting many new and familiar faces. This past year has been a busy
one, attending the Election of Officers in the communities of Burin,
Frenchman's Cove, Fortune, Clarenville and Marystown. With an aging
community in many areas, a presentation on Elder Abuse was presented
in the communities of Clarenville and Marystown. Other events attended
included a Healthy Dinner in St. Bernard's, a Christmas Dinner in Fortune
and the National Convention in Charlottetown, RE. I.
Thank you for your support and co-operation this past year. I am looking
forward to working with you for another year.

Terra Nova - Bonavista
Since our last meeting in Clarenville in February, 2012,1 was called back
to several clubs who were experiencing minor problems. However, I am
happy to report these clubs are now doing very well.
I also visited the Visions 50 + Club at the Town of Centreville Wareham
& Trinity. They served a delicious Jiggs Dinner and held a very well run
meeting. This club was having problems last year, but has now gotten over
them and is doing very well. They are very active and are playing a major
role in the Come Home Year celebrations in the town this summer.
President Robert Rogers and I made a visit to Port Rexton Seniors Club.
We had a very enjoyable evening with the seniors there. President Robert
outlined the benefits of being a member of the Newfoundland and Labrador
50 + Federation. They seemed very interested in becoming part of our
group. Hopefully, we will hear from them soon.
We were unable to form a 50+ club in Charlottetown. This is a very small
community and it seems the same people are involved in all activities within
the town and at the present time they didn't want to become involved with
another group.
The Club at Greenspond has completed some major renovations to their
meeting place and are now ready for another good year as they are working
on new bathroom areas for the building.
Most clubs in Area 4 are closed for the summer, except when some special
event is taking place.

Gander - Fogo Island
I'd like to welcome all members to our 37th annual Newfoundland and
Labrador 50+ Convention at Hotel Gander.
Since being elected as Director Area 5 at our last Convention in 2011, I
have visited four clubs to do the installation of officers and always received
a warm welcome and the food is always the best -Thank You - I hope to
visit the other clubs in the near future.
Remember that this Newfoundland and Labrador 50 + Federation
Convention would not happen if not for the 50 + members from the Clubs,
so do your part get involved and enjoy and have fun.
Since I have been elected to do the entertainment schedule for the
Convention, I would like to take this opportunity to thank the Clubs that
participated and hope all will enjoy the entertainment.
I wish all clubs and the Federation success in the coming year.

Grand Falls - Connaigre Peninsula
Welcome... once again to our 37th Convention. My two years has come to an
end, and I would like to thank all of my clubs that supported me through all of
my good days and bad days.
This year 1 had the privilege of visiting most of my clubs where my Husband
and I were made very welcome. It is indeed a great experience and a pleasure to
be in your company.
This year has been very busy with allot of nice things happening around our
clubs. In Bay d' Espoir way, the clubs put off some really nice workshops. As I
visited each one I was told what a great workshop they had attended and it was
very informative. Thank you Lenis Lawrence for setting this up. I know you had
a wonderful crew working with you.
Also I would like to say a special thanks to Ruth Priddle. She just marked 35
years with the Seniors club in Milltown where she served 15 of those as their
President. She is indeed a special Lady. Congratulations to her successor Rose
Wilcott, who we know with Ruth at her side she will be a great President.
In my own club Botwood 50 + one of our members was honoured with the
volunteer of the year award. Congratulations go out to Frank Domminee.
I also had the pleasure of visiting the clubs in Grand Falls AVinsor. They are
doing wonderful and I am looking forward to visiting them all again.
I also got the privilege to visit Leading Tickles and we had a great time there. I
find all the clubs are doing so much and having so much fun 1 would love to be
members of them all.
My two years are up and I would like to say thanks for your support.
In closing I would like to say that I would love to run again for Director Area 6
with the support of all the clubs in my area. I will do my best to help in any way
1 can. Thank you once again.

Northern Peninsula
It gives me great pleasure to welcome all of you who are attending this 37th
Annual Convention.
At the end of this, my second two-year term as your Director Area 7,1 feel
that the time has come for me to move on to another volunteer role and allow some
other Federation delegate the pleasure of taking on this rewarding challenge.
1 had twelve 50 + Clubs to visit in my first term, but now 1 have 19, including
five new Clubs formed in Coastal Labrador. Working with 50 + clubs and seeing
them grow with projects to bring our older adults, sick and shut-ins out of
isolation and enhance their lifestyles, has been one of the greatest experiences
of my life. Thus, it is with much regret that I will not be seeking election as your
Area Director at this Convention.
At this time I would like to offer assistance and encouragement to any new
Area Director who might need my help, advice, or information, so that we can
continue to grow with more new clubs. I shall miss the fellowship shared with all
club members during the past four years.

Greetings and welcome to all delegates and guest, especially those who are
attending for the first time to the 37th Annual Convention here in Gander. May
you return home with new and helpful information and special memories as it's a
time to renew old acquaintances and meet new friends.
Since being re-elected at last year's convention 1 have visited 13 clubs and
presented 13 presentations on "Abuse to Seniors" which was very well received
by all. Also, 1 have taken part in elections and installation of officers.
1 am pleased to report that the Rainbow Seniors Club in Cox's Cove has been
re-organized and working very well. Thank you Gertmde for your help. Also
thanks to Emily Pardy who has been my travelling partner.
At this time 1 would like to thank all 50 + Clubs for their support, their warm
welcome, their phone calls and e-mails.

On behalf of the Government of Newfoundland and Labrador, it is my
pleasure to welcome all delegates to the 37th Annual Convention of the
Newfoundland and Labrador Pensioners and Senior Citizens 50+ Federation.
This convention provides a valuable opportunity for participants to
engage in important discussions and work collaboratively to advance the
well-being of people throughout our province as they age.
As we work towards developing a more age-friendly province, it is essential
to recognize and celebrate the lifelong contributions, achievements
and diversity of seniors. To achieve this goal, our government continues
to make significant investments in grant programs and campaigns that focus
on seniors and aging, including the Age-Friendly Newfoundland and
Labrador Grants Program; the Provincial Wellness Grants Program; the
Ageless Public Awareness Campaign; the Seniors of Distinction Awards;
and our recently announced Age-Friendly Newfoundland and Labrador
Transportation Project. In addition. Budget 2012 saw a 35 per cent reduction
in various licences and fees for seniors.
Healthy aging is a priority for our government and we will continue to
work with the member groups of the Federation to improve the health and
well-being of our province's seniors.
Congratulations to the organizing convention organizers, volunteers and
supporters, whose generous gift of time and efforts made this conference
possible. I wish all delegates a successful, productive and informative convention.

The Government of Newfoundland and Labrador is pleased to partner with seniors'
organizations, like the member groups of the Newfoundland and Labrador
50+ Federation, to help deliver innovative programs and services that focus on
and support healthy aging. Together, we are ensuring that older people throughout
our province are able to remain active and continue to be contributors in their
communities and to our growing prosperity.
The Federation furthers its mandate by addressing issues that impact older persons
and by encouraging seniors to be engaged in community life. The Provincial
Government supports you in this mandate and is committed to building an age-friendly
province where seniors live healthy, active lives.
Our government continues to invest in important initiatives that recognize the
contributions, achievements and diversity of seniors throughout Newfoundland
and Labrador such as the Seniors of Distinction Awards. We also continue to invest
in programs and community projects that encourage healthy aging. Over the
last two years, the Provincial Government has provided more than $160,000 in
grant funding to the Newfoundland and Labrador 50+ Federation and its member
groups.
On June 20 of this year, the Provincial Government released a 10-year strategy
called Close to Home: A Strategy for Long-Term Care and Community Support
Services. As our province focuses on healthy aging priorities, this strategy will
guide and transform the delivery of long-term care in Newfoundland and Labrador
and help revitalize and strengthen long-term care services throughout the
province.
Our government acknowledges the lifelong contribution that seniors make to
their communities and the province, and recognizes the important contribution
the Federation and member organizations make in creating a more age-friendly
Newfoundland and Labrador. As Minister Responsible for Aging and Seniors, I
extend my very best wishes to you for a productive and successful conference.

37th Annual Convention Resolutions
Resolution: # 1 - Personal Care Home Subsidy
Whereas: Many low income seniors are being assessed and approved for
subsidy when entering personal care homes.
And
Whereas: They enter Personal Care Homes expecting to be subsidized.
And
Whereas: They may be in the home several months before there is money
to pay the subsidy.
Therefore be it resolved: That Government demand that the person doing
the assessment make sure that the resident and his or her family be made
aware of the fact that even though they are eligible, it may be months
before there is money available to provide the subsidy.

Resolution; # 2 - Personal Care Home Private Room
Whereas: Many residents entering Long Term Care or Personal Care
Homes and are needing subsidy, may want to have a private
room rather than having to share a room.
And
Whereas: Some Personal Care Homes charge extra for a private room.
And
Whereas: Personal Care Homes have to be inspected and licensed by
Government.
Therefore be it resolved: That Government demand that the Home Owner
set a price that will allow a subsidized resident the dignity of being able to
choose whether they want to share a room or have a private room.

Resolution; # 3 - Labrador Representation
Whereas: Our Federation is the Federation of Seniors and 50 + Citizen
of Newfoundland and Labrador but, at this time we have no
local Representative on the executive or board of directors of
the provincial body.
And
Whereas: We now have 5 new clubs in Labrador South.
And
Whereas: Years ago the Board used to elect a member at large.
Therefore be it resolved: That the Executive and Board of Directors
of this Federation include a minimum of one local representative from
Labrador, as a member at large on the Board.

Resolution: # 4 -
Amendment to Article V # 29 of Constitution of the Federation
Whereas: At the present time there is no article in the Constitution of
the Newfoundland and Labrador 50 + Federation to have the
Financial Books (records) audited.
And
Whereas: The Board deem it necessary to be done
Therefore be it resolved: That the following addition to Article Number
29 to read 'The Financial Books of the Federation will be audited at the
end of the Financial Year"

Resolution: # 5 -
Amendment to Article 111 # 7 of Constitution of the Federation
Whereas: The Newfoundland and Labrador 50 + Federation constitution
Article i l l #7 presently reads: The Officers of the Federation,
known as the Executive, shall be the President, the 1st Vice -
President, the 2nd Vice-President, the secretary, the Treasurer,
and the Immediate Past President.
And
Whereas: The Immediate Past President hold this position until the
election of newly President.
Therefore be it resolved: That Article 111 # 7 should be changed as
follows: The Officers of the Federation, known as the Executive, shall
be the President, the 1st Vice- President, the 2nd Vice-President, the
Secretary, the Treasurer, and the Immediate Past President should only
hold that position for a period of one year.

Resolution: # 6 - Liquidation of Seniors' Assets
Whereas: This province being one of the few or may be the only
province in Canada that requires persons entering Long Term
Care Facilities to liquidate their assets should their income
fail to cover the cost.
And
Whereas: It is an injustice for a person having to liquefy their assets,
while others having no assets can receive the same benefits.
Therefore be it resolved: This Federation request our provincial
Government to review Liquidation of Seniors' Assets Policy and consider
"income only" as a charge to a person living in Long Term Care facilities.

Resolution; # 7 - Poverty Level of Many Seniors
Whereas: Some single seniors are receiving OAS; GIS; and small
amount of CPP; up to a total of $15,365.16 per year.
And
Whereas: Except for the amount of groceries, single seniors pay the
same as others for services - light & heat, gas, ambulance
services etc. Therefore their income should be within a close
proximity of a couple.
And
Whereas: Resolution # 5 - Guaranteed Income Supplement - Convention
2011, submitted by Adventure 50 + Club, Paradise, NL
pointed out that those receiving $15,900 per year are well
below the poverty mark, and we agree with this, but still there
are others with much lower incomes.
Therefore be it resolved: That after this Convention of 2012 the
Newfoundland and Labrador 50 + Federation will again impress upon the
Federal Government the increasing poverty of seniors and request that
they increase the amount received to a reasonable level of income.

Resolution; # 8 - Cost of Eye Examinations and Some Drugs
Whereas: We have MCP in this Province but when things get expensive
there is no coverage.
And
Whereas: In order to have eye examinations, regular optometrists
charge 50 - 75 dollars for this service. The same occurs when
a person is placed on a high cost drug - no coverage.
And
Whereas: Seniors and those on fixed income do not receive a travel
allowance or have an expense account the neglect of eye
examinations and the taking of certain drugs are placed aside.

Therefore be it resolved; That the Newfoundland and Labrador 50 +
Federation impress upon the Government that the use of MCP be used for
all medical needs for all those on incomes less than $35,00 per year.

Resolution: # 9 - Cut backs in Health Care
Whereas: A lot of people, and especially our seniors have spent their
lives donating financially to different health related issues and
needs - Janeway, Cancer, Heart & Stroke - to name a few.
And
Whereas: It is becoming increasingly harder to get appointments and
avoid getting infections in the hospitals and institutions.
While some improvements have been carried out on one
hand, others have been thrown out through cutbacks.
Therefore be it resolved: The Government should be doubling every cent
raised by the public to increase health care, and the cleanliness of hospitals
and institutions.
And
Therefore be it resolved: That the Newfoundland and Labrador 50 +
Federation impress upon the Minister of Health, Susan Sullivan, to put
a stop to the amount of cut backs proposed by Health Boards as they are
putting a lot of people at risk as well as increasing instead of decreasing
the number of people living in poverty in the Province of Newfoundland
and Labrador.

Resolution; # 10 - Change in Constitution (Area Directors Visits)
Whereas: Senior Clubs are registered members of the Newfoundland-
Labrador 50 + Federation
And
Whereas: When a Club becomes a member of the Federation, the
Federation has provided a booklet of Constitution and By-
Laws as an excellent guideline for the proper, diplomatic,
efficient, and smooth function of every member Club with
respect to:
(a) Structure of Club;
(b) Purpose of Club;
(c) Fligibility and requirements to become a
member;
(d) Responsibilities and duties of executive,
directors and committee chairpersons
and members;
(e) Proper procedure in conducting
meetings to avoid conflict and
friction and to ensure any member
is encouraged to express his/her opinion;
(f) Proper annual election procedures
including nominating conunittee, time
of election and appointment of
committee members in advance
of the fiscal year end;
(g) Adequate distribution of
responsibilities for the smooth
operation of the club by the system of
committees;
(h) Responsibility and duties of officers and;
(i) Proper record keeping;
Therefore be it resolved: That the Area Directors be required or
expected to visit Clubs to assess the operation of the Club in relation to the
Constitution and By-Laws, and report any function deficiencies relating to
the Constitution and By-Laws to the concerned Club and to the Federation.

To the Directors of NL Pensioners and Senior Citizens 50+ Federation
Inc.
We have audited the accompanying financial statements of NL Pensioners
and Senior Citizens 50+ Federation Inc., which comprise the statement
of financial position as at December 31, 2011 and the statements of
operations, changes in net assets and cash flows for the year then ended,
and a summary of significant accounting policies and other explanatory
information.
Management's Responsibility for the Financial Statements
Management is responsible for the preparation and fair presentation of
these financial statements in accordance with Canadian generally accepted
accounting principles, and for such internal control as management
determines is necessary to enable the preparation of financial statements
that are free from material misstatement, whether due to fraud or error.
Auditor's Responsibility
Our responsibility is to express an opinion on these financial statements
based on our audit. Fxcept as explained in the following paragraph, we
conducted our audit in accordance with Canadian generally accepted
auditing standards. Those standards require that we comply with ethical
requirements and plan and perform the audit to obtain reasonable assurance
about whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about
the amounts and disclosures in the financial statements. The procedures
selected depend on the auditor's judgment, including the assessment of
the risks of material misstatement of the financial statements, whether due
to fraud or error. In making those risk assessments, the auditor considers
internal control relevant to the entity's preparation and fair presentation
of the financial statements in order to design audit procedures that are
appropriate in the circumstances, but not for the purpose of expressing an
opinion on the effectiveness of the entity's internal control. An audit also

includes evaluating the appropriateness of accounting policies used and
the reasonableness of accounting estimates made by management, as well
as evaluating the overall presentation of the financial statements.
In common with many charitable organizations, the Federation derives
revenue from donations and tottery ticket sales, the completeness of which
is not susceptible of satisfactory audit verification. Accordingly, our
verification of these revenues was limited to the amounts recorded in the
records of the Federation and we were not able to determine whether any
adjustments might be necessary to contributions, excess of revenues over
expenses, current assets and net assets.
Opinion
in our opinion, except for the effect of adjustments, if any, which we
might have determined to be necessary had we been able to satisfy
ourselves conceming the completeness of the contributions referred to in
the preceding paragraph, these financial statements present fairly, in all
material respects, the financial position of the as at December 31,2011 and
the results of its operations and its cash flows for the year then ended in
accordance with Canadian generally accepted accounting principles.
