(Nain) The Inuit Committee on National Issues
(ICNI) and the Labrador Inuit Association
(LIA) held a joint ·meeting with Premier
Peckford and: Sen:f.or. membe.r .s .of his
Cabinet on February 16th 1983,. _to discuss
matters to be dealt with at the First Ministers
Conference on Aboriginal Rights., to
be held on March 15,16, 1983.
"Our meeting with the Premier was positive",
said Fran Williams, LIA President and
Charlie Watt, ICNI Chairman. "Th:e discussions
were very open and we were impressed
with the direct way in which the Premier
and his colleagues responded to our position".
"The Premier expressed some support for
the principles that we want to have recognized
in the Constitution but he emphasized
that details need to be carefully worked
out in such areas as self-government and
resource rights. It is clear that this
will be difficult", said Mr. Watt.
• ICNI stressed that by 'seeking constitu-tional
rights for aborig~nal peoples,Inuit
are not attempting to restrict the powers
of the provinces. "We want to create a
society in which Inuit and other aboriginal
peoples will have their rights and interests
advanced. This will make for a greater
country for all Canadians", said Mr.
Watt.
ICNI is a committee established by Canada's
25,000 Inuit to represent them on
constitutional and national matters, and
will be participating in the upcoming

The discussion focused on self-govern-
. ment, cultural, social and economic ri8hts,

to the rights of the aboriginal peoples
of Canada. The Premier expressed interest
in the agenda proposed by ICNI, for the
~1arch Cons ti tu tional Conference.
"This meeting marks a good beginnin~ to
what I hope will be a hi8hly productive
conference", said Mr. Watt.
· Discussions -also focus~d on the LIA
land claim. "LIA received assurances from
the Premier that the Province is ready to
begin negotiations",said Enoch Obed, the
LIA land claims Director."The only road

agreement.is to better the health and wellbeing

not be held~back·solely at the discretion

REPORT ON WOMEN'S HEALTH EDUCATION PROJECT
(The following report was submitted to the
newspaper by Margaret Kohlmeister, coordinator
for the Nain Women's Group).
(Nain) A Women's Health Education Project
was held at the hospital clinic on February
21st. The Guest ·speaker was Camille
Fouillard, with Juliana.Tuglavina doing
the translating.
At the beginning of the .meeting, Camille
thanked everyone for attending and to please
be patient. She introduced herself and
had everyone do the same.
Camille said that she had seen the TAKE
30 ACCESS Program that the. Wome.n' s Group
't<Tith the help of the CBC crew had put together.
She was really impressed at the
V..Tay the Women in the group v1ere trying to
help the community. .
The Women and Health Education Project
is a three year project ~hat Camille is
doing.
She said in the first year a survey ·was
done in 57 communities and one of those
communities was Nain. There are fourteen
communities in Northern Labrador that are
having this workshop done. In Nain last
year during the early fall, Sarah Webb was
the contact person~ She had some q~estionnaires
that were passed out to community
members. Sarah said that some of the people
-,;.;rere very helpful while others didn't
want anything to do with the questionaires.
· The main reason that they had the survey
done was because the people who work with
the Women's Health Education Project wanted
to know what the main problems were that
women had in the com.~unity.
The reason they have this project is because
a lot of women have problems and they
get together sometimes to discuss what
their problems are and ho-,;.;r to cope with
• stress. Some of the problems that were
written down in the survey are as follows:
Alcoholism and smoking are the worst problems;
Water & Sewerage-not enough water
in winter; Few houses hooked up to the sewerage
system; Houses aren't properly insulated
and too many houses are too small;
Not eriough houses; School-doesn 1 t teach
enough about Health; Health Informationonly
available in English; Other people
always know what is wrong with a person
before that person even knows; Women do
know what their problems are and want to
kno-v1 what causes stress; People do not know
their legal rights when they go to the hospital.
Camille talked a little on community needs
and asked the women on what the community
should do. Here are some of the suggestions
that women in the group came up
with: 1) The Community Health Representative
should get together with some people
in the community to discuss things and share
concerns about women and the community.
2) The Community Health Representative
should go from house to house and ask people

Women's Health Education Project is and
how to contact them.
Camille said that we should try to get
more women interested and try to get them
to discuss how Nain could be a better
place to li,ve, and how Heal th problems
can be solved.
Ms.Fouillard didn't cover all the things
that were mentioned in the questionnaire.
She again mentioned that women do know
what their problems are and what needs to
be done about them.
There are three workshops and they are
divided into three sessions. The first
workshop covers Analysis (what is the problem),
2) Vision (t.rhat ·is needed} and 3)
Strategies (what has to be done to get
what is needed). There are four basic steps
to the model 'used in the workshop.
1. Identify and define the problem.
2. Set goals.
3. Translate your goals into action.
4. Action Strategies.
·workshops are usually used so women can
share their problems. Women are always
t alking about their problems and then nothing
is done about them. If more workshops
~1ere made available, women would be able
to work together and help each other with
whatever is causing them stress in either
home life or at ~1ork. Ms. Fouillard covered
a lot of things at all the workshops
we had a t the meeting. She volunteered to
send us some copies, so please be patient
with us. We will send copies to the newspaper
as soon as they come in. The Nain
\{omen's Group and other groups in the community
have asked Camille Fouillard to return
in March to do a follow-up on the
workshop. Hopefully, more women will attend .

Mr. Chairman,what do the people in Deer
Lake have in common with Labrador, other
than the fact that they share a common airline
service whose daily schedule between
the two areas of the proposed new District
is being reduced rather than increased?Since
your proposals for new Electoral Distr~cts
were made public,Mr.Chairman, the historic
connection between Labrador and the Island,
which you use to justify ~he creation of
the District of Labrador-Deer Lake,no longer
exists. Thus, the recent abandonment by the
International Grenfell Association of its
Labrador base headquarters in favour of further
centralization on the Island strongly
supports our belief that a member cannot
serve two masters a t once. If Labrador had
had its own seat, then, the Member would
have been able to fight the transfer of the
Association's Headquarters without fear of
antagonizing residents in St.Anthony. The
new· district,Mr.Chairman, has very little
justification other than as an arbitrary

province. It will be, as the Commission
readily acknowledges~ a "Large,unwieldly
District" that canno't be justified, we believe,
strictly on the basis of a community
of interests.People in the Deer Lake area
whose main occupations are lumbering and
farming,have little in common with people
in Fox Harbour and Hopedale,Labrador whose
main concerns are fishing and trapping.Inevitably,
A Member trying to satisfy the
diverse needs of such a District will find
himself in a conflict of interest position
because he has to promote one area against
another.
In Labrador, one will not find any Arts
and Culture Centres,any airports with international
status, any paper mills,any aquarenas,
nor many communities,especially
along coastal Labrador,with adequate water
and sewage facilities.As is the case now
in the Provincial House of Assembly where
Labradorians are represented by four members,
a Labrador Member in Parliament would
bring a clearly focused thrust to demands
by Labradorians.
Mr.Chairman, another reason Labrador
should have its own riding is because of
the political distinctness of the Labrador
people as compared to that of the people
from the Island portion of our province.
Unlike their fellow citiz~ns on the Island,
Labradorians do not regard Labrador as
merely a workplace, a place of employment
for several months each year and then return
to the Island each winter. Throughout
Labradorvs history, fishermen from the Island
have come here each summer to fish,
of ten taking berths away from Labrador
fishermen. Under the present system of representation,
it would be difficult for a
member of parliament to stand up for the
interests of Labrador fishermen against
that of Island fishermen. In recent years,
the migration of Island fishermen to Labrador
has bean overshadowed by the large influx
of construction workers from the Island
't•Tho, since the 1950 w s, came here to
build massive mining and hydro electric
power projects. For those workers who stayed
on to work and live in the new communities
of Wabush,Labrador City and Churchill
Falls that subsequently develope4-as well
as for those people i11ho came afterwardsthere
has grown a strong sense of identity
as Labradorians first, and Nzwfoundlanders
second. This sense of regionalism and local
identity was underscored in 1974 with the
adoption by residents of an unofficial Labrador
flag.

With this attachment and loyalty to things
Labradorian,there has grown among the Labrador
people,especially since the mid-1960's,
a vibrant political feeling that the region's
interests can best be served directly
through Labrador's own representation in
both the House of Assembly and the House of
Commons. On the provincial front,substantial
progr~ss has been made since l 9L•9. when Labrador
had one seat-the first time Labrador was
ever represented in . the Newfoundland Legislat~
re-to the present time when it has four

Now, politicians in Ottawa must also recognize
Labrador's need for separate representation
at the federal level.
In addition to the differences resultant
of geo graphy, climate, economy and population
, Labrador is also separated from
the Island by its own time zone. In the
1974 Federal Election, this time dif ference
proved to be a source of annoyance
and frustration for Labradorians. On Election
night~ they were informed by the
electronic media who their declared elected
representative was before the voting
booths were closed in Labrador. Considering
the fact that Labrador is larger geographically
than any other part of the
province, this situation was most unfortunate
and unfair to Labrador whose vote
counted for little as far as affecting
the outcome of that particular election.
This situaticn, Mr • . Chairman, will not
rise again if Lab.rador were to have its
own riding •.
Mr.Chairman, the call for a Federal Riding
for Labrador comes not only from Labrador
residents. It is also supported by
the present representative for Grand Falls
White Bay-Labrador, the honourable William
Rompkey .. In October,1979, Mr.Rompkey introduced
a Bill in the House of Commons
that would have readjusted Newfoundland's
Electoral ~epresentation to create a Labrador
Riding. Unfortunately, this Bill
never ·went past the First Reading Stage.
This posi tion haslalso been endorsed by
Prime Minsiter Trudeau who declared his
suppor t in a corununication to Henry Shouse
of Happy Valley/Goose Bay.
