Whereas the said document is to the following
form and effect,namely:
It is resolved that the delegates to this
second Annual Assembly of the Labrador Inuit
Association unanimously confirm, ratify
and adopt the said Statement of Claim
and authorizes the President to present
it to the Minister of Indian Affairs and
. Northern Development on March 4,1977 or
as soon as may be convenient thereafter.
Whereas this Assembly believes that the
following clause should be added to the
objects of the Association as stated in
the Memorandum of Association :
"to respect the rights of native settlers,
to invi~e participation by native settlers
in all the objects of the Association and
to share equally with them all benefits
such as the Association might obtain for
its members."
Be it therefore resolved that the appropiate
steps be taken by the Labrador Inuit
Association Executive to have this clause
included among the Objects of the Association.
Whereas the President of the Labrador Inuit
Association is always the chief salaried
executive of the Association,and
\</he reas the present Memorandum of Associ ation
ma kes this unconstitutional,
Be it therefore resolved that Paragrr ph 5
of the-Nemorandum of Association be amended
so as to ex ~e? t the President from the
provision that no members of the Board of
Directors be salaried employees. The revised
clause shall read:
"Provided further that he -member of the
bo~ rd,excepting the president,shall be appointed
to any salaried office .•• ".
Be it resolved that this Assembly convey
its deep and genuine regret to the Minister
of lndian.Affairs and Northern~Development
that he was unable to attend the Annual
General Meeting of the Labrador Inuit
Association, and
Be it further resolved that a copy of all
resolutions passed at the Assembly be forwarded
to the Minister and that the Minister
receive a copy of all questions that
would have been asked of him had he been
able to attend.
Whereas the Labrador Inuit Association
has spent eighteen months preparing a Statement
of Claim for presentation to the
Federal Government, and
Whereas the Federal Government has the
basic constitutional responsibility for
settling land claims in northern Labrador
as announced in its Policy Statement dated

th.is Association wants to involve the
Government of Newfoundland in the Association's
land claims effort, and
Whereas the Labrador Inuit Assoc.iation places
a high value on ~ntering into informed
and intelligent debate on all issues
of importance to the people of northern
Labrador, and
Whereas the premier of Newfoundla~d has
made certain remarks in the Legislative
Assembly to the following effect: .

rights to land in Labrador until the
claim is p~oven. The land in Labrador belongs
to the Province and all of its people

read a copy of the Labrador Inuit Association's

Whereas the said Statement of Claim was
adopted unanimousl~ by this Assembly as
an expression of views of the members of
the Labrador Inuit Association,

(a) That this Assembly express its deep
regret and concern that the Premier has
chosen to adopt such a hostile aJtitude
towards LIA's Statement of Claim without
prior consultation with the people on whose
behalf his Gov~rnment claims to act.

premier to clarify his views on the land
claims issue by letter to ihe pre~id~nt; ·

c) That the premier be invited to affirm
his belief in doing justice to the Inuit
and native settler people of northern Labrador

receive broadcasts in English even though

Whereas the name of the Labrador North Chamber
of Commerce suggests that the coastal
communities 'are a part of tha.t organization,
and
Whereas the coastal communities are not in
any way represehted in the Chamber of Commerce,
and
Whereas the Chamber of Commerce considers
itself free to formulate business policies
with immediate and long ranging implications
for the Coa~t as in its recent endorsement
of the Brinex project without any
consultation with the communities concerned
, and
Whereas it is intolerable that this organization
with its misleading name should
presume to speak for the coastal c6mmunit-

Be it therefore resolved that the Labrador
North Chamber of Commerce be advised of
the displeasure of this Assembly and be
requested either to change its name or to
make provision for representation from
the coastal communities.
Whereas in the experience of many · remote
villages,community radio provides a service
of great popularity and usefulness,and
Whereas most of tHe .northern Labrador communities
do not receiv~ any broadcasts other
than by short wave radio,
Be it therefore · resol~ed that the ·Executive
of the Labrador Inuit Assocatfon be instructed
to find out how such community
radio stations could be established and
how much they would cost to establish and
maintain and to advise the communities
of all of this.
Whereas Inuit residents of North West River
are discouraged from shopping in the
labrador Services Division store on the
· south side, and
Whereas this Assembly beleives that this
is an unjust and intolerable situation and
indeed is probably illegal,
Be it therefore resolved that labrador Services
Division be advised immediately of

and be requested to announce as a clear

rein the same way as the other customers.
Whereas Rigolet is a designated Native community,
and
Wheteas the purpose of being so designated
is to a 11 ow the community to benefit from ·,
the monies paid to the Province by Ottawa
for Native people, and
Whereas these monies are largely administered
by the Labrador Services Division,
and
Whereas one of the principle services LSD
provides is the Government stores along
the coast,and
Whereas there is no such store in Rigolet
with the consequence that Rigolet residents
have to pay much higher prices for nearly
all commodities which they purchase
from the Hudson Bay Company and do not benefit
from other services provided by LSD
such as being agents for the Salt Fish Corporation
and fishery collection boats,
and
Whereasthese high prices,especially for
crucial commodities such as oil and gas,
cause great financial hardship for Rigolet
residents,

Penitentiary are of minimal relevance

coast and St.John's results in severe
hardships for short term offenders

Whereas this Assembly is convinced that
the cruel punishment suffered by Native
people can and should be overcome,
Therefore this Assembly requests that the
Executive of the Labrador Inuit Association
negotiate with both levels of government
to implement:
1. Native language counselling by Native
people in the penitentiaries;
2. A system of Inuit parole supervision
boards in each community,and
3. The establishment of a community residential
facility to be directed and staffed
by Native peoples and to be located in Northern
Labrador.

Labrador communities are more often than
not inadequate and substandard,and
Whereas there are in existence a number
of housing programs but no comprehensive
housing pol icy,and
Whereas these programs will not,by themselves,
meet the housing needs of the Coast,
and
Whereas .this is a matter of great concern
to the Labrador Inuit Association and to
the Community Councils,
Be it therefore resolved that the Executive
of the Labrador Inuit Association be
instructed by this Assembly to seek the
co-operation of the Combined Councils Assembly
in drafting a policy on housing for
submission to the Federal-Provincial Committee
on Native Funding and agencies of
the Government of Newfoundland.
Whereas the Inuit who move or travel to
Happy Valley,Goose Bay face cultural,social
and economic challenges that are difficult
for them to deal with without assistance,
friendship and understanding,and
Whereas Native peoples in cities or new
places still keep their culture,language
and status as N~tive peoples,and
Whereas Native .peoples who live in Happy
Valley,Goose Bay do not receive the same
opportunities ·for cultural,socia1 and economic
advancement as are made available
to Native peoples in other communities,
Now therefore be it resolved that the Labrador
Inuit Association continue its suppor
t ,e~couragement and concern for the Inuit
of Happy Valley,Goose Bay,the Happy Valley
inu i t Association and the Labrador
Friendshio Centre,and
Be it furt~er resolved that the Board cf
Directors of LIA carry on active negotiations
with both levels of government on behalf
of the Inuit of Happy Valley,Goose
Bay in an attempt to get some funding for
Inuit in Happy Valley as well as programs
tha~ will be culturally,socially and economi~
ally beneficial to them.
Whereas experienced hunters · in the region
of Postville consider that -moose are present
in the area in sufficient numbers to
be harvested,and
Whereas caribou,the usual source in winter
of fresh meat to the residents of Postville
ar~ scarce or even absent this season,

Inuit Association request the Premier,the
Honourable Frank Moores,and the Minister
of Tourism,the Honourable Tom Hickey,pursuant
to their authority under the Wildlife
Act,to establish a moose qouta for this

Whereas the terms of reference for Maritime
Co_-o.peratives include a survey of marketing,
dlsplay,staffing and facilities in
LSD stores,and
Whereas LIA is of the opinion that the unique
expertise of Maritime Co-operatives
lies in their knowledge and experience in
the establishment and running of Co-operatives,
Now therefore be it resolved that the LIA
Board of Directors and local agencies and
Councils consult and negotiate with both
LSD and Maritime Co-operatives to explore
and research the possibilities of turning
the LSD stores into Co-operative stores
and of establishing a co-operative union
between all the stores so as to insure be- ,
tter supply to each of the stores .
Be it resolved that the Executive of the
Labrador Inuit Association request that
the Eskimo Loan Fund send a knowledgeable
officer to the North Labrador Coast to
provide full information and details on
all aspects of the Eskimo Loan Fund in order
that the Executive might be able to .
advise the membership of their rights and
privileges with regard to the Eskimo Loan
Fund.
And be it further resolved that this Annual
Assembly endorse all efforts being made
by the Executive of LIA to negotiate the
appointment of an officer to receive and
administer funds in connection with the
Eskimo Loan Fund.
INSULT TO THE INUIT
(St.John's) The failure of the provincial
Government to send at least intergovernmental
affairs minister T.Alex . Hick~an: to
that part of the annual meeting of the Labrador
Inuit Association meeting where they
present their statement of land claim
to federal Indian and northern affairs minister
Warren Allmand is a gross insult
to all the native people of Labrador,tnuit
and Indian alike.
That,we hasten to add,is no slight on
Joe Goudie,who will be there Friday,flying
conditiond permitting.Mr.Goudie is himself
a member of the native community ·of Labrador
,and as such it is natural he should
be there,whether sent by the government
or not.
To begin with,the occasion is a historic
one. It is the first land claim statement
by any native group in the province. The
presentation warrants the attendance of at
least a senior member of goverment~not just
the premier's personal assistant for
Labrador Affairs.
Mr.Goudie,instead of being able to participate
in the occasion f.ully and freely
as a native Labradorian,as we ar,e ,certain
he would like to do,will have to stand there

Mr.Strachan had just returned from a week
-long meeting at Hopedale of the Labrador
Inuit Association,(LIA) at which the Inuit
and Settlers- people European or mixed European-
Inuit descent who have lived with
their families on the Labrador Coast since
1940- ratified their statement of claim to
a large tract of land between the Lake Melville
area and Cape Chidley.
11 Even after commiting many criminal aets
and mistreating our native people in the
past in our role as dominant ruling class
1 believed that at last the governments had
reached an age ... of reasoned approach in
dealing with ..• all ethnic minorities,"
Mr.Strachan declared. llThis is obvtously
not so."
Premier Moores had stated the native people
had no claim 11until it is proven, 11 and
said the matter would have to be settled
in the courts.He said the province would
not negotiate on the claim.

practical and worthwhile viewpoint. "He
said the native peoples had no sooner voted
on the statement,and even before they had
a chance to present it to federal Indian

it was his intent to be cruel- told them
he would see them in court. 11
