I am pleased to have this opportunity to extend greetings
and best wishes to the Regatta Committee 0/1 the occasion
of the 155th Annual St. John 's Regatta.
Apart from being a very historic e vent, the annual Regatta
is always a time of fun and enjoyment - the games, the
ra ffles, the food, and oh yes, the races. especially the races.
Regatta Committees each year seem to excel themselves
in their e fforts to organize the best Regatta event ever. I have
e very confidence that this year's Committee will be equally
diligent in making this Regatta a great event also .

SI. John's Regatta Committee for its tremendous in volvement
in making the SI. John's Regatta th e successful
event it has continued to be for 155 years.
The Regatta is a treasured exp erience for citizens and
visitors. I particularly welcome people who are attending for
the first tim e and extend a special welcome to Newfoundlanders
who are returning to enjoy the nostalgia of meeting"
old friends.

Regatta Committee
TOM STONE
1981 is the 155th anniversary of North America's oldest
sporting event - the annual SI. John 's Regatta.
It also marks the 80th anniversary of that day in 1901 when a
crew of Outer Cove fish ermen, rowing in the Blue Peter I, set
the record time of 9:13 4/5. In 1910, a set of gold medals,
known as the Lord Ward en's Medals, were offered for
competition as an incentive to better that record . They remain
unclaimed on display at City Hall.
Interest in rowing is higher how than it has been for some
time. Many crews of dedicated athletes are following a yearround
regimen of training and the competitive spirit is very
high. Our sliding seat program, too, is gaining increasing
interest thanks to excellent coaching and a core of dedicated
rowers.
The gratitude of the entire Regatta Committee goes to the
rowers and coxswains, the media, our sponsors and all those
who support us in so many other ways. A special thank-you to
Her Worship the Mayor and the City of SI. John's for their
tremendous contribution to the continuing success of this
historic event.
This year, I would like to Single out one Committee member
in particular, though I know he would not wish to be. This is
the 53rd year that Past President Gerry Angel has been
associated with the St. John's Regatta both as an oarsman
and a member of the Committee. He has served faithfully and
well and has held a number of Executive positions. In
honoring his . service, I would also like to recognize the
contribution of all my fellow Committee members who have
so generously volunteered their time and untiring efforts in
organizing this historic event and in preserving and perpetuating
a tradition which is an integral part of the heritage
of our City and our Province.
Finally, I would like to welcome the many visitors to this
year's Derby Day and wish them and all the cit izens of St.
John's an enjoyable 1981 Regatta.

GERALD P. ANGEL
In 1928 a young man of 15 years of age rowed with the 1st St.
John 's Boy Scouts in the Juvenile Race. That was the start of
a personal association with st. John's Annual Regatta which
has last 53 years .
Gerry Angel was an active oarsman on and off till 1949,
rowing in ten Regattas. He last rowed as an Amateur with St.
Bon 's. Jack Reardigan, another old Regatta hand, was a
member of that crew.
Gerry has two wins to his credit - one in the Amateur Race
and the other in the Club Race. Over the years he had the
pleasure of rowing under the guidance of such outstanding
coxswains as Levi "Shotty" Rogers, Jack Kenny, Jack Tobin
and Art Snow.
In 1946, while still an active oarsman, Gerry became a
Member of the St. John 's Regatta Committee. He served for
nearly 15 years as Secretary of the Boathouse and Pond
Committee and has held the positions of Secretary, Assistant
Secretary, Vice-President and President. He held the latter
position from 1964-67 inclusive. Today , he is as active as ever
as he presently holds the position of Assistant Secretary
once again .
Gerry Angel is one of the most dedicated Members of the
St. John 's Regatta Committee and is not happy unless he is
involved making an active contribution . His knowledge of the
Regatta and its history is unsurpassed. New members find in
Gerry a ready teacher and friend . Many have emulated his
example thus making a valuable contribution to our Annual
Regatta.
We congratulate and thank Gerry Angel for his 53 years of
service. We know our Regatta will be the beneficiary of his
wisdom for many years to come.

RULES AND REGULATIONS
FOR
THECONDUCTOFRACES
1. Lots should be drawn for position of boats at any time after entry that
may be decided upon by the Committee. and no boat shall be'allowed to
take a position in any race unless so drawn . .
2. A bugle shall be sounded fifteen minutes before the starting of each
race to call the boats to th eir respective stations. A period of five
minutes shall be allowed after th e second last boat is at the stakes,
following which any boat not in its position to start, will be excluded
from the race, unless just cause is given and approved by the Committee.
3. The decision of the judges shall be final in all cases.
4. A period of half an hour will elapse between the starting time of every
race until the time for the interval. at the conclusion of which the races
will be resumed under the same conditions.
5. Substltutes:- The Committee reserves to itself the right to admit at any
time previous to the Regatta, substitutes for any competitors who
through sickness or approved reasons are prevented from rowing or
who have been rejected by the Committee as ineligible; and also the
right to receive and deal with objections to such substitutes after the
dates hereinafte ~ specified.
6, Entrles:- Where not otherwise provided for, all crews must be entered
with the Secretary of the Committee at least one week previous to the
Regatta. Any objections to any entry must be m-ade wit_hin twenty-four
hours thereafter. No change of crew can be made after a crew has been
entered, unless the Committee be notified and the change approved by
them. The Committee shall have power to extend the time of entries or
for the lodging of complaints.
7. Should any coxswain put his hand upon the stroke oar during a race the
crew shall be disqualified.
8. Any crew that starts in a race for which it has not been entered, or any
crew that rows in a boat for which it has not been drawn, or which obstructs
or interferes with any boat engaged in a race, shall be
disqualified.
9. The Coxswain of any boat, on the application to a member of the
Committee, will be furnish-ed with a printed programme showing the
order of the different races.
10. Three authorized time-keepers will attend, in order to determine and
declare the crew which shall have rowed the Course in the quickest
time.
11, Any boat not turning the buoy, at the foot of the Lake. for which she is
drawn, shall be disqualified.
12. Coxswains, in all cases, must be thoroughly competent and approved
by the Regatta Committee.

13. Not more than four boats shall start in any race. When more than four
crews enter, heats shall be rowed prior to the day set for the Regatta,
and in these heats time shall be taken for all crews. The four crews
making the four best times shall qualify to row in the finals on Regatta
Day. If any of the crews qualifying withdraw from the race_ before the
day set for the Regatta. it shall be permissible for any of the crews
eliminated to compete. provided that the order of preference shall be
the same order as indicated by the times made in the preliminary contest.
14. In the event of an accident before the boats, after leaving the stakes,
reach the Flagpole at the Marquee. a second gun shall be fired recalling
the said boats to the starting pOint and the said race restarted.
15. All boats shall approach and round their respective given buoys on the
immediate south side, and shall finish the race on the immediate north
side of their given respective stake. in their own water.
16. The boat that approaches its respective given buoy first. shall. at all
times, have the right of way.
17. Not more than two sets of prizes shall be given in any race. Two sets of
prizes where only three boats enter; and, where less than three, one
set.
18. The result of any race shall not be official until all Judges have reported
to the Secretary of the Committee at the Marquee. and it is ascertained
that none of these Rules and Regulations have been violated by any
crew competing in the specific race being reported on. In the event of
the first crew home being disqualified, the second place crew does not
Qualify for the Championship Races_
19. The Championship Races will consist of the best four winning times
during the day. The crew making the best winning time during the day
will take the coxswain that they rowed with. Also they will be permitted
the Boat. Stake and Buoy of their choice. The crew making the second
bes ~ winning time during the day will take the coxswain that they rowed
with. Also they will be permitted the choice of the remaining Boats.
Stakes and Buoys after the first place crew had their pick. The crew
making the third best winning time during the day will take the coxswain
that they rowed with . Also they will be permitted the choice of the
remaining Boats. Stakes and Buoys after the first and second place
crews had their pick. The crew making the fourth best winning time
during the day will take the coxswain that they rowed with and the
choice of the remaining Boats and the remaining Stake and Buoy.
20. In the event that the Regatta is postponed whilst in progress and is
spread over several days and s~mi-final heats are held, a draw will take
place for the boats and stakes in the semi-final . The four best times in
these semi-finals will row in the Championship Race, when it is held.
Allocation of boats and coxswains will apply as above in rule 19.
