Hit Gwrimt GmitK LOAN FOR RAILWAYS In Newfoundland. SEVENTY LIVES LOST IN ENGLAND ♦ A Disastrous Hotel Fire. ♦ Halifax, N.S., March 13. The British Government has promised, under certain circumstances, to guarantee a loan for the building of a railway in Newfoundland. Papers relating to Newfoundland bave been promised for Monday next. Goschen says the reported arbitration is correct. The British and United States Governments have agreed on a basis for settlement of the Behring sea difficulties. Blame repudiates the mare clausum claim, and the American claims are tow based on a ukase of the Russian Emperor seventy years ago, forbidding vessels to approach within one hundred miles of the coast of Behring Sea. England never admitted the Russian claim. England is willing to submit the general question of arbitration. Over seventy lives were lost in England by the late storm. A fire in a hotel in Port of Spain, Trinidad destroyed thirteen lives. Tbe House of Commons voted fifty thousand pounds for the relief of distress in Ireland, and one hundred and thirty-six thousand for light and railways. >-•••-< FROM TWILLINGATE. . » Sealing News. SICKNESS ABATING. » Twillingate, This Afternoon. Spring* Fresbets. March weather to date has been more like May; every day is warm, and the melting bdow is foaming in streams through the brooks. More snow fell this February than for years in the same month; now it is nearly all gone. The prevailing winds are east to south-west. The Prospects for deals are good. The punt crews did fairly well yesterday, but had to go a long distance. We want north to ea9t winds. The bay is clear. Hodder's echooner sailed from the Coastal Wharf on Wednesday. Xine Steamers came around Cape Fogo yesterday, and steamed northward. Five schooners are in eight, and it is thought the main body of the ice is in a solid jam, as we have had no sea this winter to break up the fields. The Freemasons will give the children an entertainment next week. Measles is subsiding. Diphtheria broke out in one poor family, resulting in four deaths, last week. FROM CAPE RACE. (Special to the " Evening Telegram.") Cape Race, This Evening. A fore-and-aft schooner passed west at 2 p.m. Wind northeast, moderate and foggy in the forenoon, but clear now. Barometer 80.25; thermometer 39. Extinguished With Little Difficulty. —A fire broke out last evening in tbe basement of Mr. Wdlc'e dwelling house, Victoria Street, but was extinguished with buckets of water before much damage was done. The firemen were promptly on tbe spot and bad tbeir hose trained to tbe threatened spot, but Superintendent Dunn forbade the luiioduction of the stream of water till the firat-named means were trisd, thus preventing unnecessary damage. LOCAL EVENTS. Acknowledgment.—l beg to gratefully acknowledge the handsome sum of $60.00 from J. P. Concert Club.—St. Patrick's Day, in the afternoon, the concert club of the Junior Benevolent Irish Society will give an entertainment in St. Patrick's Hall. The principal attractions will be the athletic exhibition, and we are informed that some of the youth are equal to professionals in this line.
