Arrest of the Cab Driver. *** APPREHENSION OF HE ALY AND QUINN. Forty Thousand Slaves Liberated. »♦, UNPRECEDENTED DESTRUCTION BY FLOODS IN THE WESTERN STATES Halifax, N.S., Feb. 9. The Nova Scotia Legislature and the Canadian Parliament met yesterday afternoon at 3 o'clock. The Royal Opera House, Toronto, has been destroyed by fire. Lord Duffer in has drafted a despatch enforcing the necessity of protectiog Egypt from external intrigue and internal weakness till such time as she is able to stand alone. He condemns premature abandonment and annexation.Jules Ferry deolined to form a Cabinet, and the President has summoned Brisson. The Senate Committee has reported against the Bill expelling the Princess. Fitzharrie, the supposed driver of the cab employed by the murderers of Cavendish and Burke, has been arrested. Healy and Quinn were arrested yesterday. Forty thousand Cuban slaves have been liberated. The floods in the Western States are increasing, and the destruction of property is said to be unprecedented. THE IRISH TROUBLES Examination of the Alleged Conspirators. ♦— EVIDENCE OF THE INFORMER —STARTLING DISCLOSURES ♦ Dublin, Jan. 20. The twenty-one persons recently arrested were before the court to-day, charged with conspiracy te murder officials. The court was crowded. Great discrimination was exercised in the admission of citizens. A large orowd assembled outside. An informer swore to several of the prisoners, inoluding Casey, member of the municipality, attended a Fenian meeting where the informer was asked to jem the organization for the assassination of officials. The name of the informer is Farrell. He acknowledged having participated in a plot to assassinate a juror. He swore Hanlon informed him he had participated in the attempt to murder Field, that Brady stabbed Field and that Kelly also participated. Farrell testified that Spenoe collected from [Fenians to purchase arms. The city had been marked into districts and military inspections were held occasionally, at which most of the accused were present. At one meeting John Devoy, who said he came from America, presided. The organisation existed some years. Farrell said picked men formed the assassination committee; Hwy were ignorant of each other. Daniel Cm ley gave witness a revolver and ttld him to stop Mr. Forster's carriage opposite Ellis quay, when Jim Kelly and Joe Brady, who were ti do the remainder of the plot, failed through a mistake. Farrell identified Kelly, Brady, Curley, Maloney, Dwyer and Boyle, in the prisoner's dock, as having been on Ellis quay when the attempt was made to waylay Forster. Curley was much vexed at the failure. Farrell said Brady, Kelly and Ranklin (the latter now in Limeriok) followed Forster,s carriage in a cab on another occasion and MacMahon (lately accidentally ■hot) assisted by watching on foot. All the prisoners were remanded for a week. Dublin, Jan. 20. Myles Kavanagh, whom the informer to-day swore drove the car on which the five assailants escaped, is not in custody. Immediately after the Phoenix Park murder he was apprehended and detained for two days on suspicion of having driven the car in which the assassins of Cavendish and Burke escaped. It is reported six prisoners in the dock to-day offered to beoome approvers, but up to the present time the authorities have aooepted only one, who will be examined at the next hearing. It is said there are other informers ; among which the names of Poole, Devine and Belaney are mentioned. The Deteotive Department is besieged by persons offering to give information. Several suspeoted persons left Dublin during the week. A detective is in pursuit of one important individual. The purchase of the revolver Deviue had when Deteotive Cox was murdered will be proved; also the pmobaoo of the knives found near the residence of one of the prisoners. Evidence will be given of the issuing of a summons in the handwriting of Joseph Mullat for meetings of 1 Centres.' The appearance of three men arraigned to-day exactly corresponds with the description of three of the murderers of Cavendish and Burke. Councillor Carey in Eilmainham Jail. Dublin, Jan. 24. Mr. Carey, the Town Councillor, who is in Kilmainham Jail under remand, when charged before the Governor of the Jail with not keeping his cell clean, rushed at that official and struck him with his fists. The Wardens, with difficulty, restrained him from committing further assault. For this offence Carey has been sentenced to three days' solitary confinement.. - ■ -»♦»- The "Times'" Opinion of French Politics. London, Jan. 24. The ' Times' this morning, on the recent events in France, says there can be little doubt that if statesmen continue to be wanting, the Republic will go headlong to ruin. That the French people are aware of this is the explanation of the panics caused by the difficulties of a minister so little resembling indispensable genius as M. Duclerc. Evening 1 dejram. FRIDAY, FEBRUARY 9, 1888. PATCHING UP THINGS. MeBsbs. Whiteway, Shea and Habvev, the managing committee of the whole ** consarn"—as Mr. Josh Billings calls the House of Representatives-are patching up thing! with as much expedition as possible, preparatory to the opening of their season's " Burlesque on Responsible Government." Several vaoanoies, oaused by the resignation of gentlemen who refuse to countenance fraud and corruption in the publio service, are about to be filled by politioal mushrooms, and two or three " private,, meetings have been held for the purpose of trying whether it be possible to satisfy the importunity of Messrs. Watson, O'Mara and Holden. It is to be regretted that men of standing and position cannot be induced to fill important publio offices, so as to tone up a little the present wretched Administration. VARIOUS KINDS OF PUBLIC SWINDLERS. An Ameriosn exchange relates an anecdote, the "moral" of which will be very evident to many of our readers just at this particular juncture :—On an eastern ferry-boat, filled with passengers, a forlorn-looking little girl told of a dead father and a starving mother, while she held her hand for charity. A well-dressed lady, touched with her tale of sorrow, quietly arose and placed a silver dollar in the child's hand, at the same time reminding the other passengers of their goodly homes, &o. One after another followed her example, and many dollars were showered upon the little beggar. At the landing all separated, but it was afterward ascertained that the lady who had given the first dollar, and the beggar girl met, and, when all the money had been given to her she quietly remarked : " Well, we will now go home. We have done a good day's work/. Of course, the righteous people, who had been swindled, exploded in their anger, and thought no punishment too hard for such a swindling wretch , but just what difference there is between this plan of getting money and that of some of our politioal speculators, who buy and sell to each other until they raise a " boom," and then fleece their victims ; or many of the unprincipled railway, mining and dock jobbers who, by dishonest means, manipulate the stock and thus make fortunes, we have yet to be informed. GOOD (NEWS PROM OVER THE WATER. Decision in the 'L. D. V« Chipman' Insurance Gase. —♦— VERDICT IH FULL FOB MESSRS. FORAN, DRYER AND GREENE. —», Yestebday about noon Messrs. Foran, Dryer and Greene received the gratifying intelligence that the High Court of Edinburgh had reversed the hostile decision given last year in re the insurance of the barque' L. D. V. Chipman., We congratulate our friends on their good fortune which, to say the very least of it, is so well merited. They entered the lists against a combination of powerful and wealthy underwriters, whose resources and capacity to fight out a protracted battle in the law courts were almost as unlimited as their contemptible meanness in resisting the most just of all just claims. The pluck and determination to obtain what they believed themselves entitled to by law, shown by the owners of the ■ L. D. V. Chipman,' are certainly worthy of the highest praise and all the success aohieved 'in the premises.. The decision of the Appellate Court of Edinburgh is virtually final; for, although the privilege of an appeal to the Judicial Committee of the Privy Council rests with the defendants, yet it is by no means likely they will attempt to try conclusions there, except as a mere game of bluff. But, in any case, the result cannot be otherwise than confirmatory of the decision just rendered in Edinburgh. LONG Ufe Old Age. Debility. Fox'i Cod Liver Oil. D.
