Joy divided into two districts and new seats were added in St. John's, Labrador and central Newfoundland (Lewisporte). Smallwood called an election for November 19, 1962 advo¬ cating a reorganization and rejuvenation of the fishing in¬ dustry and to that end he held a major fisheries conference in St. John's in early November. In 1961 the Co-operative Commonwealth Federation of Canada held a national convention aimed at the reorganization and the creation of a more formal political stmcture. What emerged was the New Party which a short time later adopted the name New Democratic Party (NDP) of Canada. The New¬ foundland wing of the CCF became part of the New Demo¬ cratic Party and many members of the former Newfoundland Democratic Party became associated with the new group. The PCs entered into an agreement with the new New Democratic Dr. James M. McGrath Dr. G. Alain Frecker not to contest two seats on the west coast of Newfoundland, Humber West and Green Bay, where the Newfoundland Democratic Party had made a good showing in 1959. In turn the NDP did not mn candidates in Grand Falls and Humber East. The strategy was partially successful as PC candidates were elected in Grand Falls and Humber East as well as St. Barbe South. It marked the first time the PC Party had elected
