RULES, REG ULL ATI ON S, AND BY-LAWS OF THE NEWFOUNDLAND NATIVES' SOCIETY. XIII.—The Funds of the Society shall cofcst of thc en-l trance fees of members, their quarterly dues mich donations as shall be received from time to time, and th interests arising from such sums as may bc invested lo | the bcuefit o the Institution, XIV—The Quarterly Meetings ofthe Socii on tho 12th of September, 12th December, 1 12th June, in each year.' Tho 12th of June Anniversary ofthe Society, when all business^ affairs for the past year shall be transacted. shall then proceed to the election of the Coi nagement for the ensuing year,—the duties ol mitiee to commence on the following day ; these days shall fall on a Sunday, thc mectinfehall be postponed to the following day. X HIS Society shall be denominated Thf. Newfoundland Natives' Society. II.—The Society shall havo a Seal, on which shall bc inscribed thc words " Newfoundland Natives' Society." III.—This Society sliall be composed of the Natives of] Newfoundland exclusively. IV.—The objects of the society are to afford relief to their distressed fellow-countrymen ; and to promote the general interests of Newfoundlanders. ,.' V.—Candidates for admission shall bc proposed and seconded by two members ofthe Managing Committee, and shnll be elected by ballot of thc said committee—four- fifths of the members present consenting; otherwi-so thc candidates cannot be admitted* VI.—Thc amount of Entrance Foe to bc paid by cacl person on becoming a member, shall be Ten Shillings ; am there sliall be a quarterly contribution of Two Shillings anc Sixpence, payable in advance. VII.—The society shall elect at each Annual Meeting twenty-five members to constitute a Committee of Manage ment for the ensuing year; such committee to elect, on thc following day, from amongst themselves, a President, tin Vice Presidents, Treasurer, Chairman of Relief, and Secretary, who shall be tlic Officers ofthe society, and, in con junction with the remaining membera of said committee transact its business. VIII.—The President shall preside at all meetings of lho -Society, and its committee of Management; and shall ha power to assemble Special Meetings when necessary, or upon the requisition of twenty members of thos ociety ; ha ving full power to preserve order and decorum. Any mem ber disregarding his authority shall be liable to expulsion, or such fine as a majority of the society then present shal think, proper to impose ;—and it shall further be thc duty of] the President'to sign all orders upon the Treasurer for monies voted by the society, IX.—In the absenco ofthe Preside nt,thc Vice Presidents, according to seniority, are to preside, having the same power and authority as the President. X.—The Treasurer shall hold the unappropriated money of the Society; giving-such security as the Committee ma; require. He shall pay no money for any purposes connected with the society- without an order signed by the President, or in his absence, one of the Vice Presidents, and countersigned by the Secretary ;—and if at any time it shall be deem ed necessary by the society to vest surplus money in the funds, or to lend it out at interest, or to withdraw the same, the society shall appoint two of their number, the President being one, or in his absence, one ofthe Vice Presidents, who, together with the Treasurer, shall effect such investment, or withdrawal of the same, for tho sole use and benefit ofth. society,—the security being lodged with the Treasurer for' the time being. The Treasurer shall also exhibit his books to the society at their quarterly meetings, and annually furnish an abstract of hia accounts, shewing the state of the funds. XI—The Chairman of Rolief shall name eight members who, if approved by the society, shall form a Committee; . and all monies voted by.the sociptyfor charitable purposes ••hall be disposed of in such a manner as a majority of the sai< Committee may decide, and to such objects as shall be recommended by a note signed by two members of the society. XII—The Secretary is to attend all meetings of tjie society and its committee of management ; take au account ofl the members present, and correctly minute the proceedings in the society's Book of Records. XV.—Any member who shall neglect to pr& his quarter ly dues for one year, sliall have his name stiuck from the roll, unless it shall appear that during that piiiod he hac been a recipient of the charity of the society* or had no been a resident iu thc country,—having reccivw'a Certificate of membership previous to leaving; if, howejfer-. a member hall remain out of the country for a longer p-'mbd than two yoars, having made no provision for the puyniA of his quarterly dues, lie shall cense to belong to the soSety ; and on his return shali pay a ro-adinia-jion feo to ei)4BM-im to the) privileges of membership. XVI.—The members of litis society will bear in mind tjiat its prosperity rests in a great measure with themselves; it will thereiore be incumbent upon them to assist their officers in the performance oftheir duties, to attend punctually thc meetings of thc society, and on all occasions to endeavour to promote its welfare, without permitting themselves at nny time to infringe upon its rules or constitution ; it wil also be their duty to conduct themselves with kindness anc friendship to their broiher members, ar.d thus to promote harmony and good will, whicii it is hoped.mayoxtend a happy influence through their social intercourse with society generally. As loyal and devoted subjects, they will give tlieir ut most support to the Laws ofthe Land ; and never permit any collision of interest, civil or religious, to do injury to the British feelings and principles they have inherited from their forefathers. XVII.—The Annual Festival ofthe Society will be celc brated by its members dining together on the 24th of June,! that being the Anniversary Day ou which Newfoundland was discovered. XVIII.—This Society shall not be dissolved so long as cnty-five members conform to its Rulos and Regulations should it at any time be reduced below that number, and three fourths of the remaining iiu-mbcrs wish for its dissolution, the then romaining funds of the institution shall be ap propriatcd to such charitable purposes or other objects as the said mt-sjority of three-fourths ofthe member**, may deem fit. Nor shall any alteration take place in this, or any of the foregoing rules, unless notice of such alteration be first given in writing, three months before any quarterly or special meeting ofthe society convened for that purposo ; three-fourths of the members present must consent to the proposed alteration, otherwise it cannot take place. XIX.—The Committee of Management shall have power to mako such By-laws as they may consider necessary,—the same being submitted to the society for their approval previous to their being carried into oporation. No Member of this Society, shall have a voice in its proceedings untillic has attained the age of 17; nor shall any member be eligible to a seat in tho Committee under the age of 21 years. III. No Money belonging to this Society (except such as shall be necessary for the transaction, of ita ordinary business) shnll be appropriated to any charitable or other objects, but by the Society only, at its Quarterly Meetings, or at any special Meeting convened for that purpose, and not at any other time;'two-thirds of tho members present must consent to the proposed appropriation, otherwise it cannot take place. IV. : The Society, on tho Anniversary Day, shall Ballot for the Managing Committee in five tallies of five each. V. If a vacancy shall occur in the Committee of Management, either by the death or resignation ofone of its body, the remaining members shall transact the business of the society until iis next quarterly meeting, when such vacancy shall be filled from the" general body by a new Election. All Meetings of the said body shall lake place in a Committee Room ; eleven members shall form a'quorum, and • be competent forthe discharge of business. When that niim- ber shall bc present, thc presiding officer shall open the proceedings, and thc Secretary read the minutes of the last meeting. Any person or persons wishing to become members ofthe society, shall be proposed, seconded and ballotted for previous to any othor subject being submitted lor consideration, and such questions as are not otherwise provided for in the By-Laws or Constitution of the Society shall be proposed, seconded and decided by majority. Thc Commiticc sliall also submit an abridged Report of their proceedings to the society, at its Quarterly Meetings, and prepare a general one for the Anniversary. VI. Questions coming before the Society for discus-non, shall be proposccTlind seconded. The, * Presiding Officer shall then ascertain the opinion ofthe Society by a show of hands, or by dividing. A majority of the members present • deciding all matters not provided for in the Rules and Constitution oi thc Society. The Presiding Officer shall have a casting voto. VII. At all meetings of thc Society, the Officers shall wear a Red Silk Sash, having thereon lho name and date of formation of thc Society. And all other members a Rod Rosette on the left breast. At all its processions, the Managing Committee and Officers shall carry wands. VIII. The Society shall attend the Funerals of its Deceased Members, and move tiyo and two, in tho foi*.. lowing order—Viz:—One-third of the Committee of Management in advance ot the genoraljbody of the Society : one tliird in thc centre, and the remainder with the Officors in the rear; junior members takiug place nearest the corpse; (Jn all other occasions, this order of procession shall bc reversed. IX. The Flag ofthe Society shairbo of Red Silk, exhibiting a device emblematic of thc Motto of tho Institution and ofthe Trade, Fisheries and Agriculture of the Island. • X. The Secretary, shall have the Constitutional Rules and By-Laws of the Society, printed in Pamphlet Form, in sufficient number to supply the members with one copy each for which they shall pay the sum of Two Shillings and Six Pence Currency ; and he shall also supply each member with a certificate of Membership. •Committee of JWanaffement.
