THE EVENING TELEGRAM. VOL. 14. PRICE : ONE CENT ST. JOHN'S, NEWFOUNDLAND, MONDAY, FEBRUARY 8, 1892. $3.00 PER ANNUM. No. 32. NOTES OF THE DAY. To morrow is set down for tbe departure of Canadian Ministers Thompson, Foster and Rowell to Washington on reciprocity business. Judging from tbe tone of leading Dominion papers, they are not very sanguine as to tbe result of tbis mission. ♦ A private enquiry is now proceeding at Harbor Grace in connection with tbe loss of the ecbooner Sarah Agnes, during the fall of 18!»0, in the vicinity of Salvage, near the entrance of that harbor. The case is provoking much interest, and a lawyer has been retained for tbe defence. » The French capital is greatly agitated over recent developments in financial matters, and shares in the Bank of Paris bave dropped forty francs. A high political personage has been implicated in a risk involving six million francs. This is a worse condition of things than existed here under the Tborburn Government iv connection with 4fc the relief work and flour scandals." ♦ The receipts at tbe Customs' Department last wtek amounted to 816,000, as against $4,008 for the corresponding week last year. There can be no stronger proof tban this of the growing prosperity of tbe colony. Witb a good seal fishery the coming Spring, followed by a successful Summer at Labrador, the Receiver General will bave a magnificent revenue to handle next Fall, and, a 9 a constipience, beneficial rebuild will folio A. — ♦ We learu from to-day's public message that the British Parliament opens to-morrow, :uiit that there will be oo amendment made by the Opposition to the Address in reply to the Speech from tbe Throne. Lord Harcourt commands tbe Liberal Party during Mr. Gladstone's absence from tbe House, aud Mr. Justin McCarthy continues to lead the Irish Party for the present. It is hinted that Mr. McCarthy will probably soon withdraw from tbe Irish leadership, ani !>•: succeeded by Mr. Sexton. , The tchooner Canford, Captain Giles, laden with fish by Messrs. P. & L. Tessier, sailed on Saturday for Jamaica. Tbis firm keeps prttty closely in touch witb tbat market and, last year, at tbe Kingston Exhibition, they bore off a prize for the superior quality of their staple, against competitors from Gaspv, Nova Scotia, Norway, the United Stales; and, bad an exhibit of theirs, which was late in being received, arrived on time, tbey would bave won the highest prize obtainable—a gold medal. «. Oi R Bay L'Argcnt correspondent telegraphs to-day that Americans are prepared to pay the fishermen of Fortune Bay $2 a barrel for " herrings green from tbe seine." This is a splendid price, and completely refutes the Herald's misleading statement thai Newfouudland fishermen are not fairly treatid by Americans in the matter of price, &c. We an- informed ou the best of authority that the relations at present existing between our people and the captains arjil crews of Hailed Stales vessels are of t'je most satisfactory nature. «, Ai»koi*o« of the labor (juestion, we observe that a writer in the Po)>uhir Science, Monthly, notices the theory that if hours of labor are reduced more workers can be employed, on the ground that a man will do as much work in eight hours as be now does in ten or twelve. This affords another subject for discussion in our literary societies, jyceums and labor assemblies. We commend this theory to tbe 6erious consideration of our MuDicipal Council and other large employers of labor. What does tbe ex-representative of No. '» Ward think of the matter? .«. It intensifies the fisherman's longing for free trade with the United States, when he takes up the Boslon Globe and observes the quotation-* for fish from first hands there. At present large pickled bauk codfish sells readily at $6.62£ to 8G.75 per quintal. Had the Bond-Blame treaty been sanctioned by the Imperial Government, our bankers would now be able to run their fish into Boston arid other American ports, duty free, and receive $<'~7.r> a quintal for it. No wonder our Kxecutive are so strenuously urging the Imperial authorities to withdraw their opposition and allow the treaty to go into operation ! O.m of !<:: ftblesl statesmen tbe world bae evei produced, near tbe close of his career, said .—•• I bave spent the best part of my life in tbe public service. Most of it bas been like writing on water. Tbe reminiscences of party wrangling and political strife seem to mc the nebuho of the past, without form and almost void." A confession of tbis sort seems sad, not only for him who must make it, but for all. We are told tbat tbe late Sir Hugh Hoyles, during bis last visit to Newfoundland, voiced bis own experience in almost similar language. It must be true, then—tbe man in public life does not recline on a couch of roses, after all! 0, The Harbor Grace Standard, in it 9 issue of Friday last, makes tbe following wellmerited reference to Manager Noble. Our contemporary says s—" The usual monthly pay train of tbe Newfoundlandland Railway Co. went along tbe line on Wednesday, paying the many official* and hands of tbe company their wages for the month. Tbe train reached here at 1 p.m. and left again at 3 p.m. for Si John's. Manager Noble and Mr. Connors were the only passengers. The work of tire line is systematically aud zealously carried on by tbe present controller—Capt. Noble—and the public receive every consideration and attention at bis bands." Our own experience of Manager Noble, in bis -. flicial capacity, enables us to warmly endorse the Standard's sentiments. 0 The Opposition organ, we notice, persUts in his false aiad plandetous attacks on the Government as a body ami (Hi individual members of the Execu ive Of c >urse, is we have often remarked, nobody miud- the Opposition orgau ; but, ail lb: same, the habitual use of falsehood, by even such a reckless party paper as the Herald, is not calculated to *• elevate the tone of journalism." Tbe few vindictive men from whom our contemporary draws Lis inspiration ought to bave sense enough to realize that no gooil can be accomplished by hurling their mudballs of mendacity at those in authority, and, our word for it, the public will hold them rerpon-ible for the Herald's bad behaviour. Mr. Gladstone says: — 14 If there be no higher motiw than one's 11 own interest, even in politics, for speak" ing the truth and avoiding falsehood, tbis Mis a very sufficient one. Ii is at once M obvious that wilful falsehood is forbidden 11 by natural law, which is intended to regu*• late our social relatione, ami is expres&ly 44 forbidden by Divine law, which c mdemns 44 all acts of fraud and deceit.
