The second lecture of tbe Atben:vum course will be delivered by Rev. F. R. Ddflill on Monday evening next. It is hardly necessary to say tbat the committee expect a large attendance. Let tbe friends and patrons of tbe Institute come out in full force on tbis occasion. Tbe subject chosen by tbe reverend gentleman is well calculated to rill tbe ball, namely; " Materials of Wbicb MEN Are Made, Witb Some Specimens from tbe Factory." ♦ Mk. W. T. Hooan writes us from Boston as follows:—"A Newfoundlander, whose borne is in tbis city, was cast away at sea. Hi? wife, supposing him to be dead, married again. After a lapse of seven years, be returned to bis wife, only to find her mated to another. He took tbe matter very quietly, and patiently waited for bis successor to die. Tbis be did a short time since, and tbe busband and wife have just been formally remarried. Tbe man is a native of Torbay, where some of bis relatives are still living." ♦ The Herald must bave been greatly chagrined, la9t evening, on bearing from our Heart's Content correspondent tbat Sir William Whiteway and the Hon. Robert Bond are still " tbe white-headed boys" in Trinity district. Abuse doesn't affect these gentlemen one iota, except inasmuch as it intensities their popularity. Just let tbe Opposition organ continue its attacks, and Sir William and Air. Bond will bave »• a walk over tbe course" when next tbey appeal to tbeir constituents. The Herald, like its predecessor, tbe Mercury, is destroying whatever little hope—and it was very little— tbe Opposition retained at tbe close of the campaign in 1889. » It ratepayers are unduly burdened, upon whom does tbe blame rest? Tbe men or the system? If tbe former, should not the luDoctnt minority be protected against tbe consequences of tbe icckle&s majority ? If the latter, it is the duty of all loyal citizens to inaujiurtit'.' a sweeping system of municipal reform. How would it do to make two of tue St. John's members—one from the Fast End and one from tbe West— members of tbe Board of Works, and abolish tin- Municipal Council altogether? Thi* fUiiiiesiion, if carried out, would eavc fifteen or twenty thousand dollars a year to the city in tbe way of salaries, and relieve tbe ratepayers fiotn taxes that arc heavy and grievous to be borne. Surely, tbe idea h worthy of consideration. ♦ We are informed on very good authority that Fogo district has completely wheeled into line witb tbe Government since the last general election, and that some broad bints bave lately been given the gentleman who represents that constituency, to the effect tbat his proper place is on the Government side of the House. Those of us wbo note the times and seasons, and watch tbe course of event?, are not surprised at this. Tbe members of our present progressive Government have, by their wisdom and prudence in tbe administration of public affairs, made themselves so popular as to ensure t;.'" support of every district in the island. What will become of tbe Opposition at the political contest in 1893? There won't be ii corporal's guard left! ♦ A London despatch to the Toronto Telegram, nnder date of the 18th ultimo, says :— 1 With reference to Newfoundland desiring to proceed with the negotiations of the Bond treaty with the United States, the Times urges Newfoundland to make friends with Canada, and to negotiate a treaty on a wiser basis with Canada and the United States, which 6hall include all of the privileges which Newfoundland desires. When the Washington Government, Kids tbe Times, baa distinctly declined to entertain tbe proposal, it will be time to discuss what f?hall be done next." In view of Canada's iasoleut intermeddling in our affairs, especially with respect to tbe treaty in question, it is diflicult to see how Newfoundland can < v< • again place ber confidence in the Ottawa Government, or be associated with the Dominion in treaty negotiations. At any rate, the public sentiment in tbis colony to-day suggests tbe advisability of having as little to do witb Canada as possible. ♦ We notice tbat Alderman W. J. Walker, Chairman of the School Board of New Westminster, Ii ('.. ha 9 lately published a v'g< : phlet on the subject of " Municipal Reform." Among other things, he says :—*• The abuses of the system, as it usually exists in British communities, may be divided into two classes. First: Those arising out of tbe personal characters of tbe corrupt members of tbe representative body ; and, second : Those wbicb may be charged to tbe imperfections of tbe system. But tbe former may be said to be resultant from the latter. Tbis is true to a great extent, but no security can be created wbicb can protect the people's interests from unscrupulous men, wbo are false to tbe cause which tbey bave been elected to serve. It is true tbat, occasionally, unscrupulous representatives grow less careful, and the history of tbe word ' boodle," and, at times, tbe inside of a penitentiary cell, illustrate tbe result. But, as a rule, tbe bar of public opinion is the only one before which they are arraigned. In certain cases, it is just possible that tbe Dative instincts of tbe American people may be correct, and tbat tbere is, after ail, some justification for Judge Lynch." But tbe former may be said to be resultant from the latter. Tbis is true to a great extent, but no security can be created wbicb can protect the people's interests from unscrupulous men, wbo are false to tbe cause which tbey bave been elected to serve. It is true tbat, occasionally, unscrupulous representatives grow less careful, and the history of tbe word ' boodle," and, at times, tbe inside of a penitentiary cell, illustrate tbe result. But, as a rule, tbe bar of public opinion is the only one before which they are arraigned.
