The idea of abolishing tbe Municipal Council continues to grow in favor with our citizens. ♦ The rumor in circulation here during tbe past few days relative to tbe Allan contract has no foundation in fact. At present, tbere is no reason for assuming tbat any immediate change is contemplated. But it is impossible to say what another year may bring forth. m Wi. shall now be in a position to hear from our old friend and well-wisher, tbe Governor of the Bahamas, daily, if necessary. Communication has been established with Nassau M on reasonable terms," as tbe business man would say, tbe rate from Newfoundland being only forty-eight cents per word. The Herald tries to discover some inconsistency in our remarks relative to the "truck system" and its accompanying evils. It is a remarkable fact tbat whenever our contemporary attempts to find flaws in others, he invariably exposes bis own weakness ; and the present instance is no exception to tbis rule. We were perfectly logical iv our references to Mr. Hopwood's article on the 44 truck system," etc , in " The Toilers of the Sea," aud also iv our remarks of Wednesday. We repeat that M the fishermen of Newfoundland are as independent of the supplying merchant to-day, as they were dependent upon him fifty years ago." ♦— Dlkino the past year, the fishery business of this colony—wbicb bas been in an active state of transition since tbe overthrow of what tbe Rev. Dr. Harvey used to call the " Fish-Flake Party," in 1889—has so greatly improved that, were Mr. Hopwood vow to visit Newfoundland, be would hardly believe tbat such a change could take place in co short a time. ♦ The abundant Labrador tiihery of last year, following hard on the heels of one of the most successful seal fisheries in our history, has done more than anything elee to bring about the change to which we refer. This sudden outpour of proeperity has enabled the fisherman to assert bis independence, aided, a* he is, by consequent keen competition among limb-dealers at borne, and a laige and ready market for our fish at Halifax. -» As a result of all this, tbe fish meichant labt fall had to abandon tbat idol of bis heart, the *« truck system," and not only pay bis dealers in hard cash, but offer tbem every inducement to spend tbeir money in his provision and clothing stores. Goods were marked down to cash prices, and, for once in the fisherman's life, be was treated by his old oppressors as a freeborn citizen and not as a slave. ♦ Outside the email Confederate combination here in St. John's, the people of Newfoundland are opposed to co-operation with Canada in negotiating a reciprocity treaty. What this colony really wants is free trade with the United States, apart from Canada altogether. Newfoundland declines to be made a cat's paw of to pull the chestnuts out of the fire for Canada. With respect to the enforcement of the Bait Act next season, tbere seems to be a diversity of opinion among all parties. Many good men on both sides favor a rigid operation of tbe measure, while many others contend tbat it would be better to cancel the Act altogether. In any ca*e, it is needleas to say, the Government will consult the wishes of the people. No apprehension need be felt as to tbe Government's appointees to the Municipal Council. None but reliable, steady and competent men will be chosen. It would be absurd to suppose that any idea of aopointing some of the parties named could ever be seriouoly entertained. They would make the Council, as well as themselves a laughing stock to the community. We have too many dunderheads in the public service already. 0 The Opposition organ insinuated some time ago that the Imperial Government would compel Newfoundland to accede to the wishes of Cauada with respect to the baitand tariff questions. This is all bunkum and bluster. The authorities will not attempt to coerce the colony one way or tbe other. 'To do so would be to create alarm and distrust all over tbe " Colonial Empire." Already Australia and New Zealand have kicked against Imperial interference in matters affecting tbe interests of those " dependencies of the Crown," and Her Majesty's advisers are too prudent to pursue a course tbat would alienate tbe sympathies of tbe colonies. 0, It appears from recent telegrams tbat tbe Irish parties are manifesting a disposition to unite and make common cause for the good of their country. This is a hopeful sign, and we should be glad to Bee a similar disposition manifest itself here in Newfoundland. What the Irish now want is a first-rate man to take the place of Charles Stewart Parnell. As a real fighting leader is required, it is more than probable that Sir Charles Gavan Duffy will be entreated to enter Parliament. Should be accede to this modest request, then all difficulties and dangers will he overcome. However, time will tell. ♦ It is hardly necessary to say that the abusive letter in yesterday's Herald, signed 11 Harbor Grace," was concocted in the ollice of the Opposition organ. A gentleman from the Bay Metropolis assures us that M most of the statements contained therein are grossly untrue," and that v the whole letter is false and misleading." The Herald cilice, like that of its predecessor, the Mercury, is notorious for the manufacture of mendacity. Such tactics are not calculated to improve the prospects of the Obstruction Party. Goods were marked down to cash prices, and, for once in the fisherman's life, be was treated by his old oppressors as a freeborn citizen and not as a slave. ♦ Outside the email Confederate combination here in St. John's, the people of Newfoundland are opposed to co-operation with Canada in negotiating a reciprocity treaty. What this colony really wants is free trade with the United States, apart from Canada altogether. Newfoundland declines to be made a cat's paw of to pull the chestnuts out of the fire for Canada. With respect to the enforcement of the Bait Act next season, tbere seems to be a diversity of opinion among all parties. Many good men on both sides favor a rigid operation of tbe measure, while many others contend tbat it would be better to cancel the Act altogether. In any ca*e, it is needleas to say, the Government will consult the wishes of the people. No apprehension need be felt as to tbe Government's appointees to the Municipal Council. None but reliable, steady and competent men will be chosen. It would be absurd to suppose that any idea of aopointing some of the parties named could ever be seriouoly entertained. They would make the Council, as well as themselves a laughing stock to the community. We have too many dunderheads in the public service already. 0 The Opposition organ insinuated some time ago that the Imperial Government would compel Newfoundland to accede to the wishes of Cauada with respect to the baitand tariff questions. This is all bunkum and bluster. The authorities will not attempt to coerce the colony one way or tbe other. 'To do so would be to create alarm and distrust all over tbe " Colonial Empire." Already Australia and New Zealand have kicked against Imperial interference in matters affecting tbe interests of those " dependencies of the Crown," and Her Majesty's advisers are too prudent to pursue a course tbat would alienate tbe sympathies of tbe colonies. 0, It appears from recent telegrams tbat tbe Irish parties are manifesting a disposition to unite and make common cause for the good of their country. This is a hopeful sign, and we should be glad to Bee a similar disposition manifest itself here in Newfoundland. What the Irish now want is a first-rate man to take the place of Charles Stewart Parnell. As a real fighting leader is required, it is more than probable that Sir Charles Gavan Duffy will be entreated to enter Parliament. Should be accede to this modest request, then all difficulties and dangers will he overcome. However, time will tell. ♦ It is hardly necessary to say that the abusive letter in yesterday's Herald, signed 11 Harbor Grace," was concocted in the ollice of the Opposition organ. A gentleman from the Bay Metropolis assures us that M most of the statements contained therein are grossly untrue," and that v the whole letter is false and misleading." The Herald cilice, like that of its predecessor, the Mercury, is notorious for the manufacture of mendacity. Such tactics are not calculated to improve the prospects of the Obstruction Party.
