ELECTIONS IN PORTD&AL. ♦ Advance in Floup and Pork. ♦ Halifax, N.S., April 15. Emperor William has asked the Czar's permission to make a tour through Russia. In the elections in Portugal yesterday sixty peeis were returned, but no republicans.Wheat has advanced nine cents per bushel, Chicago Hour 50 cents, and pork three dollars per barrel. Ontario millers have advanced flour thirtyfive cents per barrel. FROM CAPE RACE. (Special to the " Evening Telegram/) Cape Race, This Evening. Wind E.X.E., blowing a moderate breeze with dense fog. No vessels have been signalled here to.day. Barometer 9.55 ; thermometer 35. CAPTAIN STEWART Replies to a" Miner's" Letter. ♦— Editor " Evening Telegram.*' Dear Sir,—In your issue of Feb. 22nd there is a communication signed " Miner," which, I think, requires some little notice. I think it would have been better if " Miner" had had the courage to attach his name to his remarks ; but it is evident he is quite ignorant of the subject he is trying to enlighten tho public upon. For instance, as to Little Bay mine, the most ignorant man here kuowa that a few " pillars " have been taken out, but the " main body " of the old workings, from a depth of 400 feet to near the surface, has been entirely filled up with " refuse rock," the main shafts cased and thickly timbered, and the Little Bay raiDe, by these wise precautions having ken take!', is, to-day, considered by every miner capable of forming an opinion, in a far safer coudition and better insuied against serious accidents than at any period of its history. Of course we are liable to accidents, as in nearly all deep mines ; but all reasonable precaution has been taken toward insuring the safety of life and limb. As to Tilt Cove, I can say but little personally ; but I have it from indisputable authority " that there is no such space nor even the half of what 'Miner' alleges to be the distance without pillars." As for his remarks about appointing a •'native inspector" for the three or four mines now working, they may be taken for what they are worth, it being very evident that " Miner" has an axe to grind. One may see the handle of it in his letter. In conclusion, if v Miner" has any more to say, I think it would be more to his credit if he would kindly sign his name to his remarks, that the mining industry, at large, may know to whom they are indebted for so much enlightenment. Deab Sin,—Allow mc space in the columus of your popular and influential journal to call the attention of tbe authorities to the disgusting practice which prevails, to a great extent, in the city at the present time. In almost every street and corner a crowd of youths and half-grown men regularly assemble, thereby obstructing the sidewalks, and in other ways proving a source of annoyance to pedestrians. I have occasion myself almost daily to pa9s by the way of New Gower Street and along there in the neighborhood of Adelaide Street. I witness this sort of thing continually, by night as well as by day. Nor is it confined to week days ; but the same thing may be seen on the Sabbath day, and very often when the streets are covered with mud ladies passing are compelled to leave the sidewalk to avoid the jostling and elbowing of these roughs. Now, Mr. Editor, this sort of thing is certainly too bad and should be attended to; but it appears to mc that what is really somebody's business is, indeed, nobody's business, and the whole thing entirely overlooked. Is there no remedy? Why not make it punishable for any person to loiter about corners and sidewalks ? Make an example of one or two ; thereby put an end to it. CAPTAIN STEWART Replies to a" Miner's" Letter. ♦— Editor " Evening Telegram.*' Dear Sir,—In your issue of Feb. 22nd there is a communication signed " Miner," which, I think, requires some little notice. I think it would have been better if " Miner" had had the courage to attach his name to his remarks ; but it is evident he is quite ignorant of the subject he is trying to enlighten tho public upon. For instance, as to Little Bay mine, the most ignorant man here kuowa that a few " pillars " have been taken out, but the " main body " of the old workings, from a depth of 400 feet to near the surface, has been entirely filled up with " refuse rock," the main shafts cased and thickly timbered, and the Little Bay raiDe, by these wise precautions having ken take!', is, to-day, considered by every miner capable of forming an opinion, in a far safer coudition and better insuied against serious accidents than at any period of its history. Of course we are liable to accidents, as in nearly all deep mines ; but all reasonable precaution has been taken toward insuring the safety of life and limb. As to Tilt Cove, I can say but little personally ; but I have it from indisputable authority " that there is no such space nor even the half of what 'Miner' alleges to be the distance without pillars." As for his remarks about appointing a •'native inspector" for the three or four mines now working, they may be taken for what they are worth, it being very evident that " Miner" has an axe to grind. One may see the handle of it in his letter. In conclusion, if v Miner" has any more to say, I think it would be more to his credit if he would kindly sign his name to his remarks, that the mining industry, at large, may know to whom they are indebted for so much enlightenment. Deab Sin,—Allow mc space in the columus of your popular and influential journal to call the attention of tbe authorities to the disgusting practice which prevails, to a great extent, in the city at the present time. In almost every street and corner a crowd of youths and half-grown men regularly assemble, thereby obstructing the sidewalks, and in other ways proving a source of annoyance to pedestrians. I have occasion myself almost daily to pa9s by the way of New Gower Street and along there in the neighborhood of Adelaide Street. I witness this sort of thing continually, by night as well as by day. Nor is it confined to week days ; but the same thing may be seen on the Sabbath day, and very often when the streets are covered with mud ladies passing are compelled to leave the sidewalk to avoid the jostling and elbowing of these roughs. Now, Mr. Editor, this sort of thing is certainly too bad and should be attended to; but it appears to mc that what is really somebody's business is, indeed, nobody's business, and the whole thing entirely overlooked. Is there no remedy? Why not make it punishable for any person to loiter about corners and sidewalks ? Make an example of one or two ; thereby put an end to it.
