Halifax, N.S., Jane 18. The borough of Ayr has returned Captain Sinclair, Gladetonian, by a majority of sixtythree.Emperor William has issued a proclamation to the Army and Navy. The Reichetag has been summoned to meet on the 25th inst. The Vienna theatres have been closed by Imperial proclamation as a mark of mourning for the Emperor. It is understood that the British Parliament to-day passes an address of condolence with the Queen and the dowager Empress Victoria. All the European capitals show sympathy. The dying Emperor's last act was the placing of Empress Victoria's hand in Prince Bismarck's. The funeral takes place to-day. There will be no pomp. The court will be in mourning three months and the public in mourning six weeks. The post mortem examination proves that the disease was cancer. Trouble has befallen the Stanley expedition for the relief cf Emm Bey, but particulars are not yet known. McLellan, Postmaster General of Canada, has been gszeUed Lieutenant-Governor* of Nova Scotia.
