Thunderstorm at Joliet. m - DISASTROUS FLOODS IN ILLINOIS. - ♦ (Special to the Evening Telegram.) fllorlcy Resumes ilic Debate. London, This Afternoon. In tbe House of Commons last night Mr. Morley resumed the debate on Parnell's amendment to the address in reply to tbe Queen's speech, submitted tbe previous evening. He (Mr. M.) agreed that The Only Effective and Practicable Remedy for tbe present perplexing crisis in Irisb affairs could be found nowhere else outside a reform of the law and tbe adoption of such a system of Government as would satisfy tbe needs and secure the confidence of tbe Irisb people. In short, be said, tbe system demanded to meet tbe emergency was self-government, and no remedy short of that would prove equal to the occasion. It was no discredit tbat England had Failed to Govern Ireland successfully by the machinery at present in operation. Where tbe discredit appeared was in refusing to abandon what had proved to be An Impossible Task. A similar attempt to govern by force had failed in America and Canada, and it had h. en found to fail in Ireland as well. Celebrating L.ust February's Riots. Upwards of ten thousand Socialists assembled at Clerkenwell lust evening for the purpose of Celebrating ihe anniversary of tbe big riots which took place in February, 1886. One hundred members of the police force, horse and foot, were present. Incendiary Speeches were made by tbe Socialist leaders, some of whom attempted to light torches, but their efforts in tbat direction were f'il:d. The rioters then dispersed. At Newgate several persons were arrested. Death of a Liberal-Unionist. Mr. Peter Hyland, a prominent Liberal- Unionist and member for Burnley, died last evening. Tbe Cunard and White Star companies have secured the contract for the conveyance of ocean mails. Heavy Weather In British Columbia. Victoria, 8.C., This Morning. Tbe Canadian Pacific Railway is blockaded with snow and communication completely cutoff. No through mail has been receiwd for twelve dayB. The Frazer Hiver is frozen, the ice being several inches thick at Port Moody. Latest advices state that the Legislature has adjourned for a week, the members being literally frozen out. THE TELEGRAPH. [Still Suffering in Montana. Chicago, This Forenoon. A Fort Shaw, Montana, despatch says a terrific snow storm occurred there on Sunday, extending from Assiaaboine to Sbaw, during which twenty-f\,ur feet of snow fell on a level. Cattle are suffering severely and a fuel famine bas occurred at Fort Benton, where coal is now selling for sixty dollars a ton. Thunder and Lightning. Joliet, 111., This Forenoon. Continuous rain, accompanied by thunder and lightning, has been tbe experience here for tbe past forty-eight hours. Bridges have been swept away by the rising waters, people are moving to safe quarters and tbe floods are assuming a threatening aspect. Sleet Storm in New York. New-York, Tbis Afternoon. A heavy sleet storm was experienced here last night, and to-day the telegraph wires are coated with ice, causing them to work poorly at Hartford. The Injured Passengers. Warn River, Vt., Tbis Afternoon. All the passengers injured by the railway disaster here on Saturday last are improving. Over forty thousand persons bave visited tbe scene of tbe accident. Bench Accepts Haitian's Challenge. Montreal, This Afternoon.
